Dr. Yeung was born in Hong Kong. He graduated from The Chinese University of Hong Kong in 1984 with a B.Sc. degree in electronics. Upon graduation, he worked as an electronic engineer in the R&D department of Bondwell Holding Limited. In 1985, he joined the Computer Centre of the City Polytechnic of Hong Kong and worked as an analyst/programmer II. His main duties in the Centre were personal computer (PC) support and PC local area network (LAN) management. He was promoted to Analyst/Programmer I in 1988 - the same year in which the polytechnic began to move to its permanent campus. With his experience in LANs, Dr. Yeung was assigned to take part in setting up the new campus network. At that time, the campus network was the largest LAN to be installed in Hong Kong. In 1989, Dr. Yeung was awarded the Postgraduate Diploma in Electronic System Designs with Credit by the City Polytechnic of Hong Kong. This diploma programme was later converted to a M.Sc. programme and Dr. Yeung was then awarded the M.Sc. degree in 1991. In 1990, Dr. Yeung transferred to the Department of Electronic Engineering and became a Lecturer. Soon after taking up his lectureship, Dr. Yeung began his Ph.D. study at the Chinese University of Hong Kong. Under the supervision of Prof. Peter T. S. Yum, Dr. Yeung finished his Ph.D. degree in information engineering in 1995.

Dr. Yeung is active in research and has published many technical papers. He is also active in providing consultancy services to local industry in the areas of computer networking and communication systems. His clients include Hong Kong Education Department, Huchison Telecom, City Telecom (HK) Limited, Hong Kong Polytechnic University, Truly GSM Technologies Ltd., Modern Terminal Ltd., IVRS, Mass Transit Railway Corp., and Breakthrough Ltd. Dr Yeung is also a Cisco Certified Network Professional (CCNP) and a Cisco Certified Academy Instructor (CCAI). He is currently the laboratory director of Teletraffics and Networking Team (TNT) of EE department. With his strong contacts in the field, Dr Yeung's industry experience has enriched his teaching and transformed him into a practical, hands-on teacher. His teaching philosophy involves helping students apply their knowledge in solving real-life problems. In the past few years, Dr Yeung has devoted his time and energy in establishing a quality Internet systems laboratory environment for student use. With this simulated environment, student learning is enhanced by the opportunity to solve everyday problems. Dr Yeung has received much positive feedback, from students and peers, for this work. In 2000-2001, Dr Yeung was elected the Outstanding Teacher of the Year by the Department of Electronic Engineering. In 2001-2002, he is one of the recipients of City University's Teaching Excellence Awards.
